I started reading the mayor's website, here:

It seems this saga has been going on for quite some time - the last entry at the bottom is dated August of 2010

From the website:

The declaration of a state of emergency is a very serious undertaking. Not only are laws temporarily suspended, so, too, are the rights of the people.

This is not looking good at all. They think they can take away people's rights just by declaring martial law but they will be in for a surprise.

I predict several books and a TV movie on this whole mess before years end.

Its time to see the States A.G. and the Governor, In NY every other year state workers had to pick up their own checks with a State ID. And send a valid drivers lic. if a family member picked up their check, if they were sick that day, in the private sector its diffrent payroll checks are handed out, and no one sees those extra payroll checks, those checks go to a clearing house of that bank who prints them, after they are endose (cashed) they would have names and account numbers of the payees- DuH
