Interesting as this isn't against the law unless they search through your files on your computer then yeah and good luck searching mine i will just encrypt them with 128 bit encryption it will eat up a lot of memory though. I see this as a potential way around them knowing whats in the file and people will just give out the keys on another site that's linked to the original site. that's why they would want to slow the speeds

If they want to slow my internet speed, then I'll just "slow" my monthly payments.

I assume a VPN would still be a good way to get around this?

If I was a singer/songwriter/musician/author etc and I got paid on each item I sold, then I found out that someone was making copies and giving them away, I would feel like they were taking food off of my plate and my children's plates. I made the thing, I put it "up for sale" and if you like it you buy it, if you don't then you buy something else or nothing else. You don't steal it (or get it without paying for it) by copying it/downloading it.

I know this is nothing new, people have been violating copyright laws for a long time, and it will not stop, but if its my copyright, I would do my best to protect it. It's called intellectual PROPERTY for a reason, and I have the right to be secure in my own property against unwarranted seizures.

This is about the illegal downloading, key word illegal, the same illegal that many of you use to describe illegal aliens. Against the law. If you break the law, they can enforce consequences, whether or not you think the law is just.
