I think these are airplanes. As the first one exits the frame the running lights angle away and you can see more of a 'plane shape'. The second one seems to move in a curious path, but i think this has mostly to do with the way it moves in relation to the camera's movement.
Interestingly though, at around 6 PM this evening I was observing storm clouds over the east side of Tucson (roughly 100 miles south of Mesa) and I saw a white speck move across the sky in front of them. Definitely not a plane or helicopter, and easily dismissible as a child's balloon, white or shiny. It didn't move erratically, it just arced across the sky at a slow pace. It did catch my eye though, and could've been something else.
I doubt it was anything that's in this vid, but it's quite a coincidence.

This looks exactly like the planes in the first video. Which is what they are, of course.
If you pause at 54 seconds in of the CNN video, you can clearly make out the shape of the plane, wings and all. With lights on the tips of the wings, no less. Fox News even analyzes the plane here.
Also, they weren't hovering. They were flying towards the camera, which made it seem like they were not moving.
