The 11 September attacks traumatised America
The first public hearing into the 11 September attacks is under way in New York.
The inquiry - taking place not far from Ground Zero - is hearing accounts from members of the emergency and security services and relatives of those
who died in the attack.
The National Commission on Terrorist Attacks in the United States was established by Congress late last year.
The Bush administration had for months resisted the creation of such a body, but was forced to bow to pressure from families of the victims.
Controversy
The relatives then forced the government's choice as chairman of the investigation - former Secretary of State Henry Kissinger - to step down, in
favour of a person seen as being more neutral.
A former New Jersey governor, Tom Kean, heads the 10-member commission, which is examining why the attacks occurred and what precautions can be taken
to prevent further terrorism.
The commission is mandated to provide an account of who may be to blame for intelligence oversights.
"We need accountability. We need answers, if we must live and work in this great nation," Kristin Breitwesier, whose husband died in the World Trade
Centre, told ABC news.
'Criminal charges'
The commission may refer its findings to criminal prosecutors, reports The New York Post.
"If they find something they feel warrants an investigation, they have every right to recommend that prosecutors pursue certain things they think are
criminal," commission spokesman Al Feltzenberg told the newspaper.
The BBC's New York correspondent Jane Standley says the heavy security evident in New York since the start of the war in Iraq may be a topic on many
people's minds.
