I am in EST and I have reset it time and time again...but it won't set, it stays, no matter what, on GMT ...

If this is the clock you are talking about it doesn't change, only to time in the posts change.

In the Control Panel. Everytime you go into the Control Panel the time will revert back to default. So youll have to change it everytime.
