The Alliance Ground Surveillance (AGS) program began taking form following NATO�s Conference of National Armaments Directors� endorsement of the
Transatlantic Industrial Proposed Solution (TIPS) in April. As TIPS and NATO officials negotiated the two-year, 350-million euro ($423 million) design
and development contract, which they aim to sign by spring 2005, Raytheon�s team continued to protest the way TIPS was selected.
