That is nothing but a rocket engine being tested, in test facility.

Oh, and the very start...the text and the YouTube user "SheilaAliens"?? She ("Sheila") is a prominent hoaxer, on YouTube.

That rocket engine firing has nothing...nothing at all to do with HAARP.

Are aware of the fuels that are used, for those engines? Same as the Main Engines on the Shuttle.....LOX and LH2.

That is cryogenically chilled Liquid Oxygen (LOX) and Liquid Hydrogen (LH2). What do you get, do you remember, when you mix Oxygen and hydrogen together?

try typing cloud seeding into youtube,u'll get a documentry about how and why they do it,this is just a rocket engine,im new here so dont know how to embed.
