FEMA underwater body bag request----- possible connection to current Mississippi River flooding?

So I'm here at work, watchin the news. I'm a bowling alley mechanic so I have some time to spare. Anyway, I was just watching as they were talking about the Mississippi flooding and how its being referred to as "like an ocean". I can't help but think about the whole FEMA request for underwater body bags and such as well as the recent earthquake activity in the midwest. I posted this thread mainly in hopes to read some of my fellow ATS members thoughts on the possible connection. Maybe the flooding is just the beginning of more bad news to come within a short time? I'm on my POS blackberry so its a pain in the ass to add links and what not. Feel free to throw any links or quotes up to add to my lack there of.

I don't quite understand the concept of "underwater body bags".

OK, so they're for people who've drowned; But does that mean they send down divers to place the drowned bodies in bags, zip'em up, then leave them at the bottom of the flood area?
I thought that post-mortem gases caused corpses to inflate and float on the surface.
(Imagine all those bloated bags floating down the swollen river!!!).

Can anyone clue me in?

I've been thinking the same thing ever since they announced they were blowing the levees.

Darned conspiracy theories seem to corrupt and mold my every thought these days. At least one of those bags was probably for Osama though
