Promoters of the attraction say its simply a way to celebrate Halloween. But opponents say it disrespects the memories of former Pennhurst patients & would have a negative impact on the community. It's an issue that has split the Spring City, Chester County area.

Also added in the application as a proposed by right use were: composting; outdoor entertainment, amusement, recreation and theater; and "recreation building, including but not limited to use for entertainment, historical and amusement-oriented tours and events such as, but not limited to, a haunted house and other theme oriented uses, including any associated accessory uses."
The board of supervisors voted 2-1 Wednesday to accept the petition from Richard Chakejian, of Pennhurst Acquisitions, L.P., which owns 87.82 acres of the former Pennhurst School and State Hospital property.
The petition will now be sent to the Chester County Planning Commission and the township planning commission for review. Following that, a public hearing will be held before the application can be approved or denied.
