The CIA was concerned by report of chemical weapons use and commisioned this Special National Intelligence Estimate (SNIE) in 1982 titled "Use of
toxins and other lethal chemicals in SE Asia and Afganistan.
The report concluded that:
In Loas, Laotion and Vietnamese troops used Nerve Agents and other toxins, killing about 6500 Hmong from 1976 to about 1981.
In Cambodia, Vietnamese troops used chemicals since 1978.
In both cases the conclution was that the Vietnames did not have the capacity to produce it on thier own. Instead the Soviets supplied the chemicals
and the training to use them. One interesting tidbit was the discover of US made 2.75 rockets that had been modified with a soviet warhead designed to
dispence chemicals.
In Afganistan: Soviet troops used Nerve, Phosgene and other agents against the Mujahadeen.
One conclution the report reached was that countries like China, Pakistan and Thailand would no doubt take this into account before they confront the
USSR or its allies.
