If I'm wrong on my thrice mentioned guesses, I'd say it's a representation of three things:

Crisis of faith
Crisis of stability
Crisis of self

Whatever those may mean. The third crisis in the riddle is definitely about the 2012 US election though

The budget crises also comes down to ideology between the Dems/Reps coupled with the "quadrennial exploitation", I would have to say it does lend to the four year cycle of elections.
