I don't think HARRF can cause earth quake in a certain desired spot on earth. The gigantic antenna is a electromagentic energy transmitter without having any directional focus. If it can cause earth quakes, it can cause one right here in the US in the San Andreas fault region first. So they should be extremely careful on what they are doing.
