You should look into beam steering with phased array antennas as being the shoot-down equipment.
HAARP is an example of the phased array system, and the first 'crashes' of UFOs came after the development of powerful radar systems. The microwaves interfere with the propulsion and anti-gravity systems of the UFOs, so I think they probably were tracking UFOs with high power radar and unintentionally brought down the first one, and then realised it was the microwaves doing it.
