Cohen was responding to a question about a hoaxed anthrax attack. His first paragraph is talking about how even false reports can be disruptive. He does not say such things can or have been done. His statement is in reference to what Alvin Toeffler wrote about. You probably don't know who Toeffler is, do you?
His second paragraph is saying that, even though there are many false reports, the threat of terrorism is real.

This Scientist being interviewed here is admitting that Haarp is being used as a weapon. Video is 60 mins long and dated 23rd March 2011.

If it is a weapon, being able to open a hole in the magnetic field would be an easy way to destroy an adversaries territory without firing a shot. Allow raw solar energy to flow through the hole over their territory taking out military, civilians and structures. The scene from The Core comes to mind when the golden gate melted.

you are correct, that would be an awesome weapon. to bad HAARP doesn't do that. It heats the ionosphere and pushes it out (in a very limited range) creating essentially a bubble, or pimple if you were. This has various applications as Phage mentioned already, none of which have offensive 'weapon' like applications.

It is indeed a military device, but it's not some magically boogyman. it's also got a limited range as you can clearly read from the wiki.

Not one of Brad Toms predictions have come true. The earthquake in Japan on March 11 was within the March 6-15 window of time given by some government caller blowing the whistle on the Obama Administration's foreknowledge a pole shift would happen possibly based on HAARP on the January 29th Alex Jones Radio Show. While many believe the caller was a hoax at the time, others like Italianlad69 aka Brad Toms believed it, just that it would be a earthquake, not a pole shift. Of course we now know the earthquake did in fact happen on March 11, 2011 and it did cause a pole shift. Please don;t follow this guy. There is something wrong with him.

According to one source Brad Toms makes videos with vague predictions, uploads to YouTube and makes them "Private" Sort of like flipping a coin...if one video prediction fails it will be deleted and no one will be the wiser. If the other one is right, he makes himself out to be TOP DOG! HOAXER! DISINFO! FRAUD!
