The region affected by HAARP is tens of miles higher than the highest weather.
HAARP cannot influence weather. It can influence a region of the ionosphere over Gakona, Alaska.

its not good to heat one part of the ionosphere as convection will cause a change in the "air currents"
an anology is this if i heat up the center of a stream it will effect the path of water down stream
there are "knock on" effects down stream

The regions that HAARP heats qualify as a middling good vacuum in a lab. I don't think you're going to get a lot of convection or rain or whatnot. The ionosphere is pretty thin.
