Libyan government lying?

I'm not really sure about the credibility of the spokesperson[s] for the Libyan government, but if they are at war with another country, I'm not so sure they would be the most reliable source, but CNN.com is reporting this:

Air attacks in Tripoli and Misrata have caused "real harm" to civilians, Libyan government spokesman says.
