With no money left in the government coffers, the "only strategy" for growth is to get behind Britain's entrepreneurs, David Cameron has said.
In a speech to his party's spring conference, the PM declared war on the "enemies of enterprise" - and said he was on the side of "go-getters".
And he vowed 23 March's Budget would be the "most pro-growth this country has seen for a generation".
"Back small firms. Boost enterprise. Be on the side of everyone in this country who wants to create jobs, and wealth and opportunity."
"I can announce today that we are taking on the enemies of enterprise.
"The bureaucrats in government departments who concoct those ridiculous rules and regulations that make life impossible for small firms.
"The town hall officials who take forever to make those planning decisions that can be make or break for a business - and the investment and jobs that go with it.
"The public sector procurement managers who think that the answer to everything is a big contract with a big business and who shut out millions of Britain's small and medium sized companies from a massive potential market."

Same old Tory war cry I have heard all my life. If this plan had legs it could have walked us to the top of the pile by now.
The same old tired politic talk from a man that talks about getting Britain out of debt by putting its young and talented kids in debt at the start of their lives.
That punishes savers while admiring the very bankers that sent us skint. Who incentivises Britain’s workers by telling them cheap foreign workers are better than us which funnily is why they are always paid a lot less.
Whose rich have never been richer and the divide between the rich and poor never greater.
Who despises industrial action and withdrawal of labour by the workers but bows to the bankers who threaten to take the business abroad. Same action different class.
He wants a new way forward. Allow us all to have and make a future and share in the wealth generated by us, at least let those that spent a life working and saving keep the little they have and not give it to those that have more than anyone could need.
Greed of a few has killed this country, debt to feed that greed has buried us.
We are all in this together. I was on the road for two hours today and saw 4 brand spanking new Coupe Bentley’s. Some are more in it than others.
