"... the bald-eagle count on the Chehalis River drop from more than 7,000 to fewer than 400 over a few days..."

Well, certainly not good news. They say the reason for the eagles trouble is the lack of salmon that usually run through this part of the pacific northwest

Many Birds are unable to cope with the loss, and are showing signs of fatigue, starvation, and in many cases, death.

Now, thousands of eagles did not die, if my understanding is correct, just relocated, and little natural selection due to adverse conditions, but my question is

Where did all the salmon go?....

this site says that through logging etc, silt, and erosion are to blame...these reports are from the 80's and 90's

I live in vancouver canada, and we had a fantastic fishing year for salmon. One of the biggest runs ever. Salmon was everywhere. So I think the area you're in just isn't in the cycle this year. Salmon have a 7 year cycle it seems, Some years here the salmon never come around and we all think they'll never come back. But wait a few years, and bam, huge salmon run.

The Vancouver paper mentioned the dead eagles happening there as well. I do not believe the starving theory.
