Here's something that no one has brought up yet. The lady is shown the video and basically says, "that's not what I saw." Then she describes some white lines that shuffle back and forth. Maybe there was a UFO that jets were scrambled to intercept and this video is disinformation.
Maybe helium balloons with LEDs are the new disinformation tactic. Whenever there's a UFO they just release some balloons with LEDs over a populated area and take some video of it. Other people also see it and film it. It muddies the waters so the actually sightings are lost in the noise.

The panel could be anything and there is nothing at all to suggest that this is anything odd at all. Was it blown in by the wind? Who is to say. Snohomish county is quite some distance north of Vancouver WA where the lights were observed..

If you look carefully it is the same type of phenomenon that showed up in Stephenville Texas back in 2007. That weird morphing brightly-colored worm thing. That kind of thing is seen a lot in Mexico as well. Even in BC Canada last year there was one like that seen over a lake.

It takes a massive effort and amount of money to create that. The Vancouver UFO disappeared into high altitude and if someone paid alot of money to make such an LED light hoax it would sure be a waste of time and money.
How To Make A Mylar Balloon UFO Very similar to above UFO trick, but using a Mylar balloon filled with helium. Attach kite string to the center of one of the flat sides and trim off the balloons valve stem. Scotch tape some small glow sticks (evenly spaced) around the outside edges for lights and release at dusk.
