This is standard procedure for a lot of companies and it's widespread in police work. The idea is that if your IQ is too high you'll either get bored or find yourself a better job, leaving the company/department out the training money. It's just another way of saying someone is overqualified which is already a widely accepted excuse to not hire someone for a job.

Or not follow illegal orders, or understand the law of the land, or understand and follow the constitution, or understand that the police state is being introduced....
