Good find OP Star and Flaggy from me too. I've got my local emergency response manual knocking about somewhere. I live out of the city now though so it's all good!

I get a 404 when I try and download the manual, evidently too many people downloaded it so they took it down. Or too many people where looking at what little of there rights would remain and they got scared.
