To sum it up it is about Fire Fighters. They have a manual that has a chapter 13: Enemy attack and UFO Encounters preparedness. It goes into detail that as first responders they may have their fire engine die, their headlights go out, their communications equipment fail and their generators fail. It even goes into treating injured aliens.

And some people still believe aliens are make believe.

It's obvious the government knows they're real. Seems the reason why they don't tell the masses is because so many of them are not ready for this information yet.

So for the firefighters - basically if you're first on site, just be prepared for the things that happen only in movies.
