Obama's "Homeless Bill" to solve americas homeless problems?

We're going to pass laws threatening fines and/or jail time for any homeless persons who fail to pay the annual minimums set by their new providers... These same ramifications apply to those who can't provide evidence of payment with due notice...

That'll clean the streets right up...
