FROM the comments in the YT video that gortex posted, page back:


BBC just finished filming Doctor Who in Utah and, apparently, Torchwood is filming currently (though it's only known that they're filming in North America, I'm not sure about Utah specifically). Both shows deal with aliens/ufos, etc. I'm assuming the BBC obtained permits that would have to be on file somewhere. Perhaps someone (or a local news agency) should see if that's the explanation (thus, no violation of airspace).
