Sure, folks have sprayed things in the air...but an ongoing, world-wide program of spraying enough of any one thing to have some kind of desired
effect, is rather ludicrous.
First, there is the factor of non-selection. WHO would be doing this? There'd be no way (shy of being in a bunker) to ensure that THEY wouldn't get
their own medicine...
Then, there is the factor of sheer volume... Even considering settling, just no way they'd be spraying enough to make a difference.
The factor of nature's sheer power...such as wind patterns. Look, we could set off numerous a bombs in the center of a hurricane, and STILL not even
have it affect the storm... You think we'll be able to thwart it with a few planes spraying gas?
The factor of conspiracy...such an effort would require tons of personnel to pull off (ground crews, pilots, aircraft companies, etc.). There's no
security protocol you could make to keep those folks quiet... You're not exactly going through top security like a military lab, to leave the
airport.
