I think that we can make a good guess at such events if we are able to find a pattern of some sort. We can look at what is going on around the world with activity from Volcano's and earthquakes.

You can start by just looking at 7+ (M)Magnitude quakes since 2007
2011 - 4 to date and we are just in January
2010 - 21 (7+M) and 1 (8+M)
2009 - 16 (7+M) and 1 (8+M)
2008 - 12 (7+M) no 8+ for that year
2007 - 14 (7+M and 4 (8+M)
...so by just looking at recent activity one can assume that 7+M quakes have increased.

Problem is that statistics on these are taken from averages over short periods of time. Just like with weather and climate you would need likely millions of years of accurate data and even then? No computer yet exists that could even run a model. That's why weather and climate forecasting is such a joke more than say 72 hours out.

To know what is normal clearly requires far more data than anyone has even a fraction of. Often a perceived increase is simply that more data is available.

As to the topic, how could a person not predict aftershocks?
