Packages detonate in two Maryland state buildings

WASHINGTON (Reuters) – Two packages detonated in the mailrooms of two Maryland state government buildings on Thursday, but no one was seriously injured, officials said.
Investigators had yet to identify a suspect or make any arrests, a Maryland state official said.

Humm who could have done this? Doesn't seem to be too serious. Could this be the work of an amateur or something more? So far they are not calling them actual bombs but only "incendiary devices" It was reported that the explosions were small and did not cause serious injuries.

There is also a third package found at the state government office building in Baltimore. The previous 2 was in Hanover and Annapolis.
