Canadian Government Infiltrated by Spies; 2 Provinces Under "Foreign Control"

I seem to recall Jesse Ventura said that, after he took over as governor of MN, he discovered that there was a CIA presence implanted in Minnesota state government. That seemed excessive to me but, if foreign actors are successfully co-opting sub-national governments just across the border, perhaps not?
