USAF Space Master Strategic Plan- What can we learn from this?

Here's the strategic plan from the AF Space Command website itself:

Now, it obviously doesn't contain any classified stuff, but it does talk about 'counterspace' operations and how, legally, they've already been approved by a presidential order. In the budget charts for the next few decades -- I'f I'm reading them correctly -- such counterspace missions are to be funded in the future.... but, again if I'm reading this correctly, it looks like a 'space operations vehicle' is already being funded. Does this mean that rumored military spaceplanes already exists?
