Apparently he is the target of a new indicment. I hope he will finally be locked up for good.

Leigon, it has to due with the fact Lay and Bush are good buddies. Why do you think he isn't rotting in jail? I bet at the end of Bush's 2nd term(yes second, he will steal this election to) Lay will get a pardon of all charges and for any future charges.
