You are probably looking at 75%+ of the US population dead within the first month, mostly from starvation.
You should read "Without Warning" by John Birmingham. It is fiction that addresses just this scenario.

It is primarily designed as a missile defense system to destroy tactical ballistic missiles (TBMs), while in boost phase. The aircraft was designated YAL-1A in 2004 by the U.S. Department of Defense.
The YAL-1 with a low-power laser was test-fired in flight, at an airborne target in 2007.A high-energy laser was used to intercept a test target in January 2010,[3] and the following month, successfully destroyed two test missiles.
The Air Force has not requested any further funds for the Airborne Laser and Air Force Chief Schwartz has said that the system "does not reflect something that is operationally viable.”

And modern ICBMs, especially those made by Russia, have specific shielding to counter laser attacks by ABL systems. And really, the US is going to have these deployed at the exact location at the right time in perfect conditions to counter enemy ICBMs and their MIRVs?
If North Korea was ever going to nuke the mainland US, which would never happen, they would obviously not use an ICBM (especially since they officially don't even have the range or intent). It would be a ground detonation, probably in a truck or backpack.
