It could have just as easily been the work of Pakistan, Saudi Arabia, or even elements within the Iraqi government. All of those countries have a vested interest in keeping Iran non-nuclear, and probably have plenty of assets on the ground in Iran.

Whoever did pull it off probably has the gratitude of those who didn't, but wished they did.

Saudi Arabia is a US puppet regime, Saudi Arabia can't go against US wishes.

Pakistan, that is a whole different story, Pakistan and Iran are well connected. Infact it is Pakistan which seeks US demise (fighting a proxy war against US), in that sense, it would be good for Pakistan to allow Iran to gain a nuclear weapon, to counter US Bullyism.
