The scheme of water fluoridation was taken to England by the English-born Russian Communist Kreminoff in 1935. Laski, believed to be the head of the English radical socialists at that time, mentioned it in an article he wrote for HARPER'S MAGAZINE in that year. Shortly thereafter the English socialists, who had many sympathetic supporters and followers in high places in this country, introduced the fluoridation movement in the United States. In the early 1940's the U. S. Public Health Service, and affiliated agencies, took over the movement and have enthusiastically sponsored it ever since.

Likely self learned his biochemical knowledge on fluoride.
He claimed poliomyelitis is mostly found in naturally high fluoride areas.
Some may see this as further proof he is a fraud, but...
Compare graphic pictures of Polio with bended legs and see similarities to skeletal fluorosis, which also bends legs.

Charles Eliot Perkins(proper surname is single L and T, no doubles as seen in highly copy/pasted texts) held roles as a chemist, biochemist and physiologist.
He doesn't mention Germany in his book, but in a letter reply later.
He also doesn't cite who the German chemist was that relayed the fluoridation scheme.
But for Russia, he does give a name and cites a Harper's Magazine article from another person(haven't checked historical archives yet to verify if article exists).
