It was also cancelled as a project. The Airforce will not be purchasing any FB-22 variants.
I don't think it ever got off the drawing board. It was just a proposal. However, it may be considered at a future date along with the B-3 or the Hypersoar

instead of waisting more of the taxpayer's money by developing the B-3, why not build more B-2's? It has extremely advanced technology and could become easier and cheaper to produce by incorporating JSF technology. the B02 production line is still going, so allot more could be produced faster and more cheaply than starting from scratch on a new bomber.

The production line is cold. The startup costs would be huge and unless they are willing to by triple digits, the per unit cost would gag a donkey. You think 2 billion a copy is steep wait till the new one start rolling out.
The other reason to move foreward with development is that while the B-2 kicks ass now, eventually detection technology will catch up with it. Better to have a new craft with adaptive coloring, high speed and ultra long range.
Actually Northrop have stated that they could produce 25 more B2s for less cost than the origional run. They never really closed down the origional production line due to the amount of maintenance a B2 requires and the block upgrades done on older B2s.
