apparently there are rural areas in which fire department does not exist, and requires an annual fee for a fire engine from an abutting area to come
to your rural rescue. is this socially stupid? probably. is it legally wrong? its contractually correct. if you don't pay for electricity, you
won't get it. of course the argument is that people die if fire department doesn't help. however, no one actually died here. just as ems and
ambulance services employ emts who have taken an oath to preserve people's lives (emt has to stop even if off duty to help in an accident),
firefighters have similar creeds to hold. if someone was in danger, pretty sure these firefighters would have helped.
