Because congress has allowed the rules to be set so that one party can stop the other from passing a bill without a 60 vote majority in the senate. Also other congressional rules allow committee members to keep a bill locked up in the committee, preventing it from getting to the floor for a vote. Members are also allowed to continue debate to prevent a vote on a bill. There are all these nasty little techniques available to stop or at least slow the process.

I meant to post this earlier. At last the Small Biz Bill has passed the Senate, and returns to the House. The tax credits are certainly a good idea, but I have to agree the lending funds for small banks doesn't seem to be much of a boost for small businesses. I would prefer that the money be sent out as grants to help small businesses, and encourage start ups.
