Could you create hurricanes for weapons?

In place of an asteroid, couldn't you use nuclear weapons, does anyone know anything about this?

I don't think that you could use hurricanes for a weapon because how would you control them and it destroys property not ppl. you could use nuclear weapons for asteroids not a direct hit but explode the rockets close to the asteroid, so that the shockwave bumps the asteroids path and by the time the asteroid gets close to earth that little bump has cleared earth.

"Unpractical",big enough impact to cause that would destroy entire mankind in every case. (or survivors would revert to stone age)
And nuclear weapons just aren't big enough.
