Where is the ignore list of people you have chosen to ignore? I haven't used the function but I'd like to know anyway.

When you have someone on your ignore list, do you see their post in the recent posts thing on the main forum page?

Its in the 'My Home' section of your control panel. Above your buddy list and below your brief account summary. I'm not to sure about the recent post part of your question though.
