possible presidential hologram?

In this instance, I hope im not going out of my way to make myself look dumb, I am misguided. So some helpful guidance might be cool.
While I was on cnn.com like everyday i thought this one particular snippet of obama was fishy. The voice doesnt seem to be malfunctioning but his movements do not make sense. Logically the still camera should not pick up the president moving all wildly. I highly doubt there would be massive flailing by your president during a speech about removing troops from iraq.(i think i have heard that sometime before). So if i am completely silly here let me know. It makes me think of resident evil, great show, but is it possible?.

I watched the video and saw nothing out of the ordinary.

Are you referring to his hand gestures as he is giving the speech? That's part of public speaking. He would have looked even sillier if he kept his arms stationary the entire time.

I don't see how you immediately thought "hologram" after viewing this. If for some reason it were a hologram then it would still be broadcasting the president's own actions anyway - so those hand gestures wouldn't be a giveaway that it's a hologram regardless.

Seems normal to me.
Although there were a few times that the articulation of his neck movement was a bit robotic.
