My grandfather was born in Germany, some German was spoke in my home in the 1940's, I don't remember much of it. But I do think that the
phrase above means "young leaders".
And as to the attachment to the Army, my best guess is that it could have been part of the WAFFEN-SS, an elite Corps of SS Volunteers which was
formed to "stiffen" the German Armys fighting capacity as the War was winding down. This is entirely compatible with the WAFFEN-SS's Mission,
Building new "young leaders" for the Fatherland.
In case you might wonder, my father served in the U.S. Army in W.W. II, as an automatic rifleman, and was wounded while in Northern France and
again in Germany. Neither of which were very serious.
Just my opinion, let me know what it is when you find out for sure.
