If using firefox double check that in your tools-options-privacy the cookies are accepted. You do not need to accept third party cookies.
As for Norton clearing your cookies, I do not know that antivirus or if it has the firewall too, not familiar. But it should have a place in it that will allow you to keep cookies from certain sites.

Also, MemoryShock has it right, if the refresh does not work. Try shutting down your browser and then restarting it.
