Poland and US signed agreement on rocket defense system

Under the watchfull eye of Hillary Clinton, Poland and the United States signed an agreement about the establishment of a rocket defense system in Eastern Europe. -

Could this be in any way related to the recent polish airplane crash, that took the lives of alot of polish government officials?
