Well these lights certainly look like flares, especially when they “burn out” towards the end of the video.
Peenemund airbase (54° 9'29.43"N 13°46'6.56"E) is also in the vicinity of Greifsweld (16 miles away). Before the war it was used to test experimental aircraft.

No, I don't think it is the moon. It looks like it at first glance but crank the video up to 720p and view full frame.
It appears to be a small solitary cloud or a smoke pall. If it's the latter it could indicate aerial pyrotechnic activity from the base.
