13 step pyramid

We all know the 1$ Bill has a 13 Step pyramid
Some might know of the 13 step pyramid found in Ecuador
usahitman.com...
Alot of people believe it represents the 13 steps needed to be taken to reach World Order.
Now, if this is true, these 13 steps that represent the path towards NWO would of been put togather centurys ago.
How would this be possbile? How would they know what the world would be like, 200 years later?
Was their plan so perfect it built the world around it?
Or could time travel come into play ?

I think it's supposed to represent 13 time cycles.
Look into the mayan calendar.
