BP's Rig Missed 16 Inspections Before Explosion

The BP rig that sparked America's biggest oil spill in history missed 16 required inspections in the years leading up to the deadly April explosion that killed 11 workers and sent crude gushing into the Gulf of Mexico.

That's according to newly released government inspection reports that show the Deepwater Horizon rig was only surveyed six times in 2008, even though the government requires drilling rigs to be inspected every month. In total, it missed 16 checks since January 2005.

It's unclear whether the lapse is the fault of federal authorities or BP itself. An Interior Department official told CBS News that a rig sometimes misses inspection if it's being dragged from one location to another, or if there are delays because of the weather.

How in the world do you miss that many inspections! Did they not know the possible effects an explosion or leak might cause? These people only care about money not the planet or life in all forms for that matter.

Well you can look at MMS website they have plenty of PDF documents secreted away> I do plan on writing a thread on how evil MMS is and how many near misses in Gulf that they covered up>right now i'm letting everyone focus on disaster and voice anger>Obvious expecting O'Drama and Salazar to disband MMS is not happening> American should be tearing down the fence and demanding odrama get rid of MMS but I guess the anger level is not happening.

On this topic, it angers me to hear some folks in DC crying for the need to rewrite the regulations on off shore drilling, as is often the case in regards to our government, they have the regulations in place, they just FAIL to implement them, why in the world should we trust them to enforce any future legislation when their track record regulating anything is so abysmal..

This is just an example of what i have and much much more all saved on my harddrive just in case MMS thinks they can block access or remove reports. This been going on for longgggg time. As I say though let people vent a bit more, and I want to make sure the post is professionally written with complete editing ie NO CONFUSION my goal is to rid USA or possible have whatever citizen base rise up against mms and all 3-4 letter agency in America. Executive Summary______________________________________________________
An incident that resulted in a brief loss of well control occurred on Rooster Petroleum’s
Lease OCS G-05479, Well No. 4, Eugene Island Block 28, in the Gulf of Mexico,
offshore the State of Louisiana, on December 03, 2007, at approximately 1200 hours.
Rooster Petroleum hired a consultant through Petroleum Solutions and contracted the
Blake 101 Jack Up drilling rig to perform workover operations on Well No. 4 of the
above lease.
The operator was attempting to pull the tubing free of the seal assembly in a Baker SC-2
packer set at 10,830 feet to repair the Surface Controlled Subsurface Safety Valve
(SCSSV) set at 350 feet (RKB) or 232 feet below mud line. In the attempt to retrieve the
hanger, the 2 7/8-inch, P-105 tubing parted at approximately 4300 feet while working the
pipe up and down. The 2 7/8-inch tubing began getting pushed out of the hole by well
pressure and fluid in the annulus began flowing. The tool pusher shut the well in by
closing the annular preventer and the upper pipe rams to stop and prevent the cycling of
the 2-7/8- inch tubing and contain the pressure in the annulus. Since the tubing parted
below the SCSSV, this prevented taking any returns through the open ended tubing. In
addition, 2600 pounds per square inch (psi) registered on the 7-inch, 29 pounds per foot
(ppf) production casing which had an internal yield of 8160 psi. As a result of the high
casing pressure, numerous unsuccessful attempts were made to top kill the well using the
feed and bleed method (pump kill fluid in, bleed gas off). The snubbing unit was rigged
up on location; the well was brought under control, and normal workover operations
resumed by January 14, 2008.

just to clarify I am not saying Kuwait is better because it far worse in many ways but imho I thought America was suppose to be so great and instead it the biggest lie from what we thought (students) in middle east.

The rig is/was not BPs,it is/was owned by an American company.
But that seems to be overlooked or purposely ignoring the fact.

Sorry, but TO is based in Switzerland and we in the know that BRITAIN isn't to blame ok/ so I hope people can move away from this crud, another thing i notice is nastiness in British newspapers and that need to stop now! No dividends should be payed out. BP lease the rig and BP control the rig.

lazy f*** inspectors.

I ran a small mining operation and the inspectors would show up all the time.(we were not far from Sacramento)

Friends working mines in remote areas or in areas where the weather was hostile like the Calif desert would rarely ever see state or federal inspectors.

Many inspectors work 9 to 5 and if they have to travel long hours or miss there home life will only do a quick inspection.
Some may not like riding helicopters, oil company ones if the pilot is told not to give them a smooth ride could be really bad.

If its only a short drive and they can waste the day doing one inspection that operation will catch hell and the inspector will spend all day writing up citations.

To cold. too hot, raining, can effect the time or how much the inspectors spend writing up citations.

I worked a mine way out in the middle of nowhere Nevada for two years and never saw a federal mine inspector.
only saw the state inspector 2 times. (the owner if the mine was a retired state mine inspector)
In Calif the mine i ran was hit every two months by one or both state and feds.

I was never given a heads up that they were coming.
and because it was a small mine i had to drop everything to show the inspector around.
Big mining companies some how found out two to three days ahead that the inspectors were going to be there.

This is excellent story Anned and I believe 100% accuracy, in Kuwait priority is given towards inspections and officials whom conduct know better. If a well is inspection rated and fail and linked toward bad inspection YOU KNOW WHAT HAPPEN Inspector not just lose job but GO TO JAIL.

In America and from what i read and also observe State/Federal employee are in the best jobs without any fear of dismissal and is simple THEY DO NOT PERFORM THEIR JOBS. This trickle all the way down effect.

All State and Federal jobs should now be examined for efficacy and if found to be negligent do away with agency or place employee/s in jail. When these buffon find out failure to comply will result in prison GUESS what is the outcome? Now the job is performed adequately.
