I thought that in his presentation to Congress, he said that he had bought a
patent for the water cleaning centrifuge, not a company.

Kevin Costner bought the technology from the military years ago to develop it further and faster.
It's not unusual for technological developments to come from the military and then find their way into private industry. This may have been a case
where the military took interest in aquiring a patent from a private individual and then sold that interest to Kostner. I think Kostner refers to
someone who actually invented the device that his company has developed.
The money trail on government assets and investments is always very interesting. It often involves employees running amuck while the ever indulgent
simpleton who owns the whole thing (the taxpayer), gets robbed blind.
