Why would you tazer someone who's sitting on the edge of a cliff?

Three words:

Suicide by cops.

He allowed for the situation to turn into what it was by killing and injuring those people and running from the cops to a cliff side. You can't tell me he to feel sorry for a MURDERER who got killed in a police standoff. Tell me how the police were supposed to get him down from a cliff whilst him still wielding a sword after hours of failed negotiation? He knew what the consequences of him giving up would be... Prison would not have been a pretty place for that pretty face. If you catch my drift.
