I wonder why Electromagnetic Projectile Weapons and Caseless Chemical-Powered Guns(only refers to modern firearms with Caseless rounds) in Fictional films are so often counts as Raygun and Directed Energy Weapon instead Projectile weapon?

Because directors are too lazy to bother to research weapons. Caseless ammo is simply a regular bullet with with the powder as the casing instead of inside it. Railguns are a bit more complicated. They don't use chemical energy, but magnetic energy to launch projectiles.
