Politicians will redraw the boundaries to make their re-election nearly guaranteed. Eventually the localities represented by the chair are homogenous and predictable and thus, easily bought and sold.
Seats in our senate and house are gerrymandered to the hilt. But from the looks of the primaries going in right now, even this tactic is failing and long-time incumbents are losing their seats.
Gerrymandering should be a high crime when engaged in by federal servants.
