On April 13, 2010, Public Intelligence received a message from Danny Rains who is an investigator for the Federal Emergency Management Agency in the Office of Security requesting the removal of a document entitled “National Level Exercise 2010 (NLE 10) Exercise Overview”.

Then, NLE 10 is abruptly cancelled. Or rather, most of it is. Now it's just a "table-top exercise".

Well, here’s the bait and switch. NLE 10/ Eagle Horizon, in effect, hasn't been cancelled at all.

Operation Eagle Horizon/ NLE 10 is now just “a tabletop exercise”. No boots on the ground. Where to get the boots? Since the recent Executive Order allows other states’ National Guard members to be sent anywhere in the country, they don’t need boots on the ground from the NLE 10 when they can get them from other states' National Guard. And conveniently, there are calls for Guardsmen to be deployed, AZ, Chicago, and now Louisiana. So now, NLE is officially “cancelled” as far as Mainstream media will be concerned and they can go ahead and use the timing of May 17-19.

The purposes of this false flag anthrax attack:

To condition the public to mass medical emergencies that call for mass vaccination and medical countermeasures distribution. I am a smart person but sometimes have a lot of trouble when it comes to connecting the dots. Could you maybe give a short summary of what all this means? Such as the scheduled then canceled drills, the executive order, and the oil spill. It would be very helpful.

I apologize for that! Sometimes it's all a bit much for myself. I'll try to be more concise!

Here's a short summary.
Just like 9-11 had a training drill (Vigilant Guardian, I believe was the name of it), the next false flag event will have one also. In the case of 9-11, it was to distract the military from doing they're job of preventing it. In this case, it is to keep everything from falling apart. The govt is on the one hand creating a problem, but it also needs to ensure that the fire they start can be controlled. Because they govern and want it to be easy for themselves to do so.

So, they are creating the problem, but also must have the solution at hand. The govt is not good at doing things on the spur of the moment, so they have to train people to do the things that need to happen ahead of time.

The govt "cancelled" the NLE 10 so as to not arouse suspicion of the coincidence with the attack. The "table-top" exercise is just people calling the shots on a computer screen, but have no real manpower to enact what is on the screen. That's what the NLE is supposed to be for, real enaction of the training, not on a computer screen. They switched out the soldiers of the NLE and will replace them with already deployed (and most likely, already trained in bioterrorism) National Guardsman (from Louisiana, Chicago, AZ). This was done because they know people watch for drills to happen... Now they have the ability to say that there was no drill.

The purpose is to have political cover to increase the infrastructure necessary to mass vaccinate everyone for the faked bird/swine flu in 2012 (most likely)(because the one hand destroys and the other hand must save so as to have legitamacy as a govering power). The purpose of that (among other things) is to start the process of getting everyone RFID chipped because just like Verichip/ PositiveID now almost has the implanted glucose sensor chip to offer to the public, the bird/swine flu will be countered with implanted disease sensors offered to the public (on a voluntary basis at first, to be followed with mandatory chipping).

Yes, but not to serve the same purpose as the drill. The government needs an excuse to have so many National Guard members deployed. It would look suspicious to have 1000's of Guardsmen deployed with no emergency for them. Otherwise, they would be at home in their normal job and life (or deployed out in Iraq or Afghanistan). The govt knows they will need them immediately for the "terror" attack, so they have to have an excuse to have the Guard at hand (due to the oil spill). These Guardsmen will think they are going to the Louisiana coast, but in fact, they will be diverted away to the site of the "terror" attack to help with the relief effort (because the govt wants to be seen as a savior, not apathetic).

The Baxter mishap was to terrorize and condition the bureaucrats under Dr. Morse into setting up and expanding vaccination propaganda and agenda (for when swine flu would appear the near future). Later that summer Dr. Jay Butler came on board and became director of the H1N1 Vaccine Task Force at the CDC in Atlanta. Just as an aside, let's remember that Dr. Bruce Ivins was an anthrax vaccine researcher and stood to gain financially from the anthrax attacks. Both Dr. Morse and Dr. Butler conceivably could have been complicit in the initial cover-up and/ or overlooking of Dr. Ivins! Both became very influencial vaccine promoters and overlooked the vaccine researcher in the DC anthrax crimes. But I digress.

The point of this is that the elites seem to use terror acts/ frightening events to terrorize bureaucrats to get them on board with their agendas! It's not just regular people that they terrorize, they need govt bureaucrats scared too - because they can't possibly pay off every politician or civil servant.
